In the U.S., Circle is regulated by the Financial Crimes Enforcement Network ("FinCEN"), which is a bureau of the U.S. Department of Treasury, as a Money Services Business. We are also licensed as a money transmitter in certain states and we're actively engaged with other states on receiving additional such licenses. Beyond the U.S., Circle is regulated as an Electronic Money Institution by the Financial Conduct Authority, held accountable to the Treasury (responsible for the UK's financial system) and to the Parliament. Because we are an EMI, that allows us to passport our license across the EEA.
Since the regulatory framework for online money transfer firms is still being developed, we are closely monitoring the actions of government authorities to ensure we meet any future obligations.
